Geopolitics of Green Energy, Downstreaming Strategic Policy, and Indonesian Total Diplomacy in Critical Minerals: Cooperation or Conflicts?
Critical minerals might be future’s most important commodity as countries try to realize their commitments for decarbonization and energy transition. But the rarity of critical minerals found on the surface of the Earth have complicated the situations. Global competition for critical minerals amongst major powers is unavoidable, albeit the degree of interdependence in business sector. Will this competition prevail and leads major powers in conflicts?
Critical minerals might be future’s most important commodity as countries try to realize their commitments for decarbonization and energy transition. But the rarity of critical minerals found on the surface of the Earth have complicated the situations. Global competition for critical minerals amongst major powers is unavoidable, albeit the degree of interdependence in business sector. Will this competition prevail and leads major powers in conflicts?
The policy paper recommends a strategy called Total Diplomacy which includes approaches in Indonesian foreign policies in regional, international and multilateral fora as follow: Domestic Policy: To further the implementation of critical minerals downstreaming policy.
Regional foreign policy recommendations → focus to pursue and maintain cooperation in the ASEAN framework on critical minerals, from capacity building to strategic grouping.
International foreign policy recommendations → urge other powers to establish cooperation and campaigning on EVs and batteries as global public goods and human-kind’s common goals.
Multilateral policy recommendations →
➔ In the UN framework, Indonesia could urge the global community to revitalize the IEA, the UNEP or the UNCTAD as regulators of CMs and its supply chains.
➔ Indonesia could pursue the general adoption of global norm of Rights to Development attached to the developing countries.
This paper argues that global cooperation in the mining, refining, and securing critical minerals supply chain is the best policy scenarios possible for all the actors. The world could not risk another competition or conflicts for vital commodities. It is global public goods – mankind’s commitment in decarbonization and green energy towards zero emissions to tackle climate change and the disasters they may bring.
