Enhancing Bureaucratic Reform Index Through Increasing Participation in the Development of the Integrity Zone toward Corruption-Free Areas (Wilayah Bebas dari Korupsi) and Serving and Clean Bureaucratic Areas (Wilayah Birokrasi Bersih dan Melayani)
In alignment with Indonesia's vision for 2045, which aspires to create a society and government free from corruption, the Ministry of Foreign Affairs (MoFA) has embarked on a bureaucratic reform journey. The goal is to establish a corruption-free government, enhance transparency, and improve service efficiency in implementing foreign policy.
In light of the significant bureaucratic reform initiative, MoFA has proactively undertaken the establishment of the Integrity Zone (IZ) toward Corruption-Free Areas (Wilayah Bebas dari Korupsi/WBK) and Serving and Clean Bureaucratic Areas (Wilayah Birokrasi Bersih dan Melayani/WBBM) programs within its organizational structure. The primary aim is the eradication of corruption and the enhancement of public service quality, both domestically within Indonesia and at its international representative offices. The effective establishment of this IZ depends on effectively addressing six key areas. Over the period spanning 2018 to 2022, MoFA achieved recognition with 15 awards for WBK and 4 for WBBM IZ. While there was a noteworthy surge in award recipients in 2019, subsequent years have witnessed a decline in these numbers.
The engagement of MoFA in the WBK and WBBM IZ programs has the potential to significantly influence the Bureaucratic Reform Index (BRI). To fortify the BRI, it becomes imperative to expand the number of units involved in the development and implementation of WBK and WBBM IZ. Therefore, this paper aims to accomplish two primary objectives: (1) the identification of challenges encountered by units in establishing WBK/WBBM IZ, and (2) the formulation of strategies to encourage increased unit participation in WBK and WBBM, ultimately leading to an elevation in the BRI.
Based on a thorough analysis, this paper suggests that the MoFA should conduct a survey to identify the challenges faced by units in setting up WBK/WBBM IZ, develop a user- friendly guide, establish a mandatory mentorship program, provide financial and other support, implement a two-phase recommendation process, and start the process one year in advance.
