Presenting the Velvet Glove over the Iron Fist; Asserting MoFA’s Leading Role in the Non-Military Aspects of National Defense
This Individual Working Paper discusses the non-military dimension of Indonesia’s national defense, as stipulated in national regulatory frameworks, primarily in the Presidential Regulation (Perpres) No. 8 Year 2021 on General Policy of National Defense, and how MoFA’s role is being depicted therein, in a rather under-represented manner
Special emphasis is being placed on how MoFA’s role in the very dimension has actually being executed, long before the inception of non-military defense as a concept. Causes of the distortions to such a role of MoFA, and how it contributes to the current ignorance concerning such roles by MoFA, will be scrutinized.
To achieve the above, this Paper harnesses the strength of the analytical framework titled as the Longue Duree, to analyze the past in its own temporal context. Furthermore, for identifying the present and future trends as well as trajectory of course of actions, this Paper combines the backward looking Longue Duree method with a forward looking scenario-based model called as the Moonshot frame of analysis. The novelty it produces is proposed to be called the Modified-Moonshot Method.
This Paper is organized into six chapters. The first chapter shall discuss the background of the issue. The second chapter will dwell on key terms and conceptual frameworks of the Paper. The third chapter will analyze the issue being discussed. The fourth chapter will focus on future trends and scenarios. The fifth chapter will highlight several viable policy options available for consideration. Lastly, the sixth chapter shall offer conclusion and policy recommendation.
Policy recommendations which this paper proposes includes the developments of, among others, MoFA’s own map of non-military defense roles; integration of the mapping into a strategic document tantamount to a Foreign Policy White Paper; inclusion of defense/national security within MoFA’s human resources competence pool, on top of the existing security/counterterrorism category, and the enhancement of MoFA’s presence and engagements in the next cycle of revision of Perpres.
The above-mentioned approach also calls for long-term modalities. Namely, through custom- tailored engagements throughout MoFA’s education and training curves for its diplomatic officials, such as joint Command Post Exercise (CPX) between MoFA’s SESDILU and SESPARLU with appropriate Staff/Command Schools officers within the MoD/TNI HQ/Relevant Agencies.
Through the above, this Paper aims to render its contribution to the corpus on how to continue strengthening the MoFA’s positioning in the systems of governance of the Republic, most particularly amidst the advent of geopolitical rivalry between great powers, fought over using hybrid warfare through gray zone strategies.
