Revitalization of Indonesia's agricultural training center in Tanzania & Gambia
Indonesia's historical engagement with the African region has endured for an extended period. A pivotal moment in this relationship was the 1955 Asia-Africa Conference, marking a significant milestone and an instrumental juncture for Indonesia's interactions with Africa. Subsequently, the impetus generated by the "Bandung Spirit" manifested in various collaborations, notably in the form of South-South Technical Cooperation and Technical Cooperation among Developing Countries. However, Indonesia has not fully harnessed the potential of this strategic historical foundation.
Towards the end of the 1990s, Indonesia established two agricultural training centers in western and eastern Africa, namely the Agricultural Rural Training Center (ARFTC) in Jenoi, Gambia, and the Farmer's Agricultural Rural Training Center (FARTC) in Mkindo, Tanzania. Unfortunately, the utilization of these training centers has fallen short of its potential. Training activities for both local communities and international participants have lacked focus and sustainability. Government-led training initiatives at these facilities have predominantly been ad-hoc, rather than recurring on an annual basis.
During President Joko Widodo's visit to Africa in August 2023, he reaffirmed Indonesia's commitment to active participation in development cooperation with Africa, with a particular emphasis on health, food, and energy sectors. This presents a timely opportunity to reinvigorate Indonesia's development cooperation direction with the African region, particularly in the agricultural sector.
This paper aims to identify the challenges and impediments that hinder the progress of agricultural training centers in Tanzania and The Gambia. Additionally, it provides recommendations for strategies and policies that the Indonesian Government can implement to rejuvenate and optimize these facilities. The policies being offered encompass the strengthening of infrastructure and supporting facilities, as well as resource strengthening strategies and programs for both agricultural training centers.
