Defining Indonesia’s role in shaping global Artificial Intelligence (AI) Governance
Artificial intelligence (AI) technologies are currently drawing significant attention due to their role in driving profound societal changes, impacting the global economy, and reshaping the world order. Today's world is a "Multiverse," a complex landscape consisting of the global political order, global economic order, and the emerging global digital order. This landscape is characterized by increasing major power rivalries and a multifaceted digital transformation, with AI as the driving force.
The global discourse on AI development has intensified, primarily because of the substantial digital disparities among countries worldwide. There is also growing concern about potential challenges, including the risk of a new arms race, the spread of disinformation, and workforce displacement. These developments have raised critical questions about how states can effectively govern AI, keeping pace with its rapid evolution and averting potential AI-related crises.
A state's response to AI development is often articulated in its national AI strategy. Both advanced technology-driven countries in the Global North (such as the United States, European countries through the European Union, and Singapore) and countries with more limited technological capabilities (including China, India, and Indonesia) have formulated their strategies to navigate the challenges and opportunities of AI development.
However, for AI governance to be truly effective, it must extend beyond national borders and be governed globally. Various initiatives have been launched by both state and non-state actors to construct a global architecture for AI governance. These initiatives range from leveraging existing mechanisms (G7, G20, APEC, and the United Nations) to new initiatives, such as the Global Partnership for AI, which involves multiple stakeholders. Indonesia has actively participated in several AI-related initiatives, particularly those in the G-to-G domain.
There are two imminent AI-related trends that must be addressed by Indonesia and countries across the globe. First, there is a pressing need for the international community to collaboratively shape AI governance at the global level, involving all nations and relevant stakeholders, including tech companies. Second, AI's influence on geopolitical and geoeconomics dynamics is becoming increasingly pronounced, particularly in the context of the ongoing rivalry between the United States and China who are also engaged in fierce AI competition.
