Scrutinizing public service within Kemlu: can Kemlu consistently deliver service excellence?
This paper scrutinizes the concept of public service in the context of the Ministry of Foreign Affairs of the Republic of Indonesia (Kemlu) which is quite multi-faceted. Public service in Indonesia is essential for societal functioning, well-being, and national development, and Kemlu tries to actively contribute to this endeavour. Kemlu, both at home and abroad (at the headquarters in Jakarta and the Indonesian missions abroad) is required to carry out public service tasks.
This paper talks about the fact that the provision of public services by Kemlu is influenced by principles of reciprocity and politics, making it distinct from standard public service in Indonesia, and creating a disconnect with national regulations governing public service. Despite the challenges stemming from these principles, Kemlu continuously strives to provide service excellence, as it believes that public service is integral to its identity.
This paper is divided into several chapters, with Chapter I giving an overview of the issues to be covered, and Chapter II giving definitions of terms and concepts. The analysis of current issues will then be presented in Chapter III, along with an overview of the public services provided by Kemlu at the headquarters, service users/customers, and challenges. In Chapter IV, the Moonshot scenario planning method will be used to explain future scenarios and trends. Chapter V makes policy recommendations for strategies and policies that Kemlu might implement. Policy recommendations will include formulation of internal legal basis and other technical strategies. This paper will primarily focus on public services provided by the Directorate General of Protocol and Consular Affairs at Kemlu's
headquarters in Jakarta. Finally, Chapter VI will bring the discussion to a close.
