Managing the roles of finance officers: leveling up the accountability of budget management at Indonesian missions

This paper discusses about the roles of finance officers at the Indonesian Missions abroad. In accordance with the existing regulations of state budget management, Indonesian Missions bear at least 4 (four) roles of finance officers as KPA, PPK, Bendahara Pengeluaran, and Bendahara Penerimaan. These roles of finance officers often create a burden to assigned officials as they have no expertise nor experience on the matter beforehand. Moreover, their main tasks and responsibilities accordingly to their functions have no relation with budget management. Therefore, they assume the roles of finance officers as an extra assignment from the Ministry.

The appointment of finance officers who are unexperienced and lack of knowledge may cause difficulties and problems during their role as finance officers. This may lead to mismanagement of the Missions’ state budget. This is reflected on the BPK’s findings on the annual financial report of the Ministry of Foreign Affairs.

To address these challenges, this paper offers policy recommendations to improve budget management effectiveness and prevent future mismanagement by preparing officials with adequate knowledge and skills for their roles of finance officers. The analytical thinking used by this paper is the forward-looking scenario for the future driven by the principle of moonshot looking to describe the plan to managing the roles of finance officers in the Indonesian Missions to level up the accountability of budget management.

In order address the challenge of managing the roles of finance officers, this paper offers 4 (four) policy recommendations of short-term, medium-term, and long-term plan carried out from 2023 to 2035. The recommendations are ranging from institutional set-up to human resources and capacity building, as well as in the long term plan is to unify the budget of Indonesian Missions with the headquarters in order to synchronizes the work plan both of the Missions and of the Ministry.
