Empowering the skill and working performance of local staff to support Indonesia diplomacy abroad
It has long been recognized that local workers play a vital role in the diplomatic and consular operations of Indonesia's embassies and consulates. In order to match the increased expectations for the results of Indonesian diplomacy, all work components at Indonesian Missions, including local staff, are expected to work and perform at a high level.
Numerous attempts have been made, including reforms to the recruitment process, to raise the standard of local staff who will work to support Indonesian diplomacy. The hiring of local staff may be overseen by the MoFA or Indonesian Missions, in which Indonesian nationals are given preference, although, if necessary, foreign nationals could fill the post. HR Bureau of MoFA conducts the whole recruitment procedure online with a strict requirement to gather a high-quality candidate.
However, despite the effort to hire a qualified candidate for the local staff, many people discovered that many challenges still need to be improved, notably related to their performance and expertise. Additionally, local staff has created a challenging situation due to legal actions they have taken against Indonesian Missions abroad. These issues will undoubtedly affect the overall performance of the missions and the morale of other employees and cause uncomfortable working condition.
Therefore, it is argued in this paper that all interested parties should pay close attention to the performance and skill advancement of local employees. This paper highlights several local staff development or coaching practices and aspects that require attention using SWOT analysis and offers several policy recommendations to support and enhance the expertise and
performance of the local staff.
