Towards an impactful organizational performance management system in The MoFA: refining agent of change
In ensuring an organization meets its goals, the performance management system (PMS) plays a significant role. It covers an extensive range of mechanisms to convey the key objectives. It involves a focus on actors, an implementation strategy, the development of a measurement system, an objective setting, related and adequate audit systems, and a performance-oriented management system (Bouckaert & Peters, 2002). Such characteristics drawn by Bouckaert & Peters are closely related to the actual PMS implemented by the Ministry of Foreign Affairs of Indonesia (the MoFA).
This paper examines the existing management of organizational performance institutionalized in the MoFA mandated by Foreign Minister Regulation (Permenlu) Number 4 of 2018, the sole guideline for organizational performance management. Furthermore, the purpose of this essay is twofold: first, to comprehend the extent to which this system has improved the MoFA's effectiveness in performance-based management, and second, to identify what measures are taken for continuous improvement. This paper employed surveys, literature reviews, and semi-structured interviews as methods to acquire data and provide a vivid description of the recent PMS within the organization. The finding exhibits the possible measures to be taken in upgrading the system, such as human resource development and urging top management support. The essay showcases two comparisons of policy choices: the former is to review the current guidelines to construct an ideal design of PMS, and the latter facilitates the understanding to establish a system that aligns organizational and employee performance in the PMS cycle with contextual talent management to refine agents of change for future leaders. As a result, the field observations indicate that investing in guidelines review and integrating the tools of assessment offers a pathway toward an impactful PMS in the MoFA that supports talent management
