Capitalizing on Indonesia-Suriname relations: from soft power to economic diplomacy
As economic diplomacy constitutes Indonesia’s foreign policy priority, advancing Indonesia’s economic diplomacy in Suriname fits this agenda setting by tapping into potential non-traditional markets. By conducting a literature review research and interviews with related stakeholders of both countries, the policy paper aims at presenting policy recommendations to the Ministry of Foreign Affairs of Indonesia on how to optimize engagement with Suriname to a greater benefit for Indonesia.
The study finds that Indonesia’s soft power in socio-cultural sphere serves as a solid foundation in advancing Indonesia’s economic diplomacy in Suriname. Potential areas of economic cooperation between Indonesia and Suriname include trade; investment in mining and minerals, oil and gas, agricultural sectors; and infrastructure. In order to tap into these potentials, short term strategies are proposed to maintain the momentum of Indonesia’s robust soft power in Suriname.
The aforementioned short term strategies should be focused on (i) mapping out potentials of both countries to increase awareness of each other’s business prospective for cooperation; (ii) intensifying engagement among economic stakeholders−ranging from government, State-Owned Enterprises and the private sector−through business dialogues, facilitation of business visits, and the utilization of digital business platforms such as https://ina-access.com/ and https://sita.sr/; (iii) providing capacity building programs for Surinamese people including providing special allocation for Surinamese participants in Indonesian Scholarship Programs to increase Indonesia’s leverage; (iv) strengthening Indonesia’s soft power by engaging contemporary Indonesian influencers; (v) conducting further feasibility studies on how to make Suriname the hub for Indonesia to access the larger market in the American continent; and (vi) reviewing of existing agreements as well as pursuing mutually beneficial future bilateral agreements.
As these strategies involve all stakeholders of related sectors, political will is prerequisite to ensure commitment and the implementation of the commitment in advancing Indonesia’s economic diplomacy in Suriname.
