Strengthening MoFA’s Organization culture: post pandemic
The COVID-19 pandemic has brought unprecedented changes to the workplace and brought attention to employee well-being. Additionally, the younger generations, as the dominant percentage of the global workforce, realize well-being is a significant value in an organization. As the disruptions swiftly grow, strengthening organizational culture can be a critical tool to improve productivity post-pandemic. Failing to do this could create more extensive problems in the future, such as declining productivity or higher turnover.
This paper seeks to identify challenges in MoFA's new working arrangement and provide policy options and recommendations to strengthen an organizational culture that encourages employee well-being. To ensure a productive post-pandemic environment, this paper argues that MoFA should implement flexible working arrangements, in line with the enactment of Presidential Regulation No. 21/2023 on Working Days and Working Hours of Government Institutions and State Civil Apparatus Employees. Nonetheless, the arrangement must be applied with a solid culture to promote employee well-being through the fulfilment of the key elements.
This paper suggests flexibility, communication, support, inclusion, autonomy, and recognition as the key elements of the new working arrangement that can foster a more engaged and resilient workforce. By examining the challenges and providing policy options and recommendations, this paper aims to strengthen MoFA's organizational culture and encourage employee well-being.
This paper proposes 3 (three) policy options that are equally important and complementary. First, norm-setting through adopting a Ministerial Regulation to construct uniformity and consistency. Two, an immense utilization of digital technologies to achieve a more effective working environment. Lastly, this paper endorses the establishment of a diplomatic association within MoFA to stipulate the need to provide a safe and supportive environment. The association could play a vital role in fostering a sense of community and collegial support among diplomats while advocating for professional interests within MoFA.
