Arming diplomacy digital infrastructure to improve foreign policy-making

As one of basic duties of diplomats, reporting continues to play important roles in diplomacy. This means that diplomats every day produce huge amount of data, information, and knowledge which need to be managed and processed to be used for foreign-policy making. The great amounts of information then form collective knowledge or institutional memory of the Ministry. Management of such tremendous knowledge pose quite a challenge for the Foreign Ministry, especially with quick-pace of changes of duties of diplomats. Knowledge loss due this problem may harm Indonesia’s diplomacy particularly on decades-long issues such as land and sea border negotiation and unresolved sensitive cases.

How institution manage its institutional memory with assistance of digital technology is known as knowledge management system. In this regard, the Ministry has developed a robust archive and data storage system (e.g. Treaty Room, e-office and Kemlu Drive) and knowledge transfer methods (e.g. End of Assignment Memorandum). Ministry also plans to adopt Srikandi, a nationally-mandated application which will integrate the Ministry’s archive with the national archive system.

The questions remain on how diplomats as the end-user could benefit from the said digital transformation on knowledge management system. In this regard, the Ministry could strengthen institutional memory of its units/directorates through developing existing platforms (Kemlu Drive/e-Office) as network of group data repositories (shared folders/network drive) and enhance its reliability and ease of use. The Ministry should also consider to develop it further into collaborative workspace to support agile working through enabling supporting features of SharePoint (current Ministry’s office platform) without compromising security of the system. The repositories should be supported with better file classification and search methodology. AI technology could be adopted to help crawling through mountains of information and find relevant information while shared folders itself could be a great data feed for the AI’s machine learning.

On implicit knowledge, the Ministry should consider to develop knowledge management center to accommodate sharing of relevant personal knowledge such as technical know-how or insight on foreign policy issues either through creation of wiki-style sites or training center-facilitated platform. These recommendations rely on supports to develop necessary IT infrastructure and regulations, and spread archive awareness and knowledge-sharing culture to all level of staff.
