Supporting Indonesia pop culture diplomacy: Strategies for Indonesia’s film promotion
The Indonesian Ministry of Foreign Affairs considers film to be a valuable asset of popular cultural diplomacy. The film industry has the potential to contribute significantly to a country's brand, image, soft power, and creative economy. Through film, Indonesia can promote its nature, culture, values, history, tourism, products, and economy. Indonesian films can compete with foreign films in terms of quality, with several showing in cinemas abroad and winning awards at film festivals. Indonesian film promotion has yet to fully realize its potential.
According to interviews with several related stakeholders, film promotion not only raises awareness of Indonesian film, but it could also increase access opportunities to the international market, increase cooperation opportunities in film, introduce Indonesia as a location for film production, and promote tourism. They also express the importance of collaborative efforts with MoFA through Indonesian missions to promote Indonesian film abroad.
This paper aims to provide input for MoFA as well as Indonesian missions abroad on how to optimize efforts in film promotion as part of popular culture diplomacy. Since gaining recognition is not an instant process, it is important that film promotion by the Indonesian Mission be consistent and held regularly, with engagement with the Pentahelix (government, society/community, academics, businesses, and the media) both in Indonesia and in respected countries. It is also important for the Indonesian Mission to conduct market research on the market potential and how the distribution and screening of foreign films in movie theaters in their accredited country are regulated. In the longer term, developing a grand strategy for public diplomacy that will serve as the overarching policy for developing a strategy to enhance Indonesian public and cultural diplomacy is also extremely advantageous for Indonesia.
