Way forward for the elevation of the partnership status between Indonesia and Japan from the strategic partnership to the comprehensive strategic partnership
The Ministry of Foreign Affairs of the Republic of Indonesia (MoFA RI) needs to take steps following the agreement between Indonesia and Japan to elevate the partnership status from the Strategic Partnership to the comprehensive Strategic Partnership at the 8th Indonesia-Japan Ministerial Level Strategic Dialogue on March 6, 2023, in Tokyo.
The formulation of the steps needs to be carried out to address several issues including: 1) The Strategic Partnership between Indonesia and Japan is perceived to be primarily focused on the economic sector; 2) Indonesia and Japan do not yet have a Plan of Action as a guiding framework and a mechanism for monitoring and evaluating cooperation; and 3) The elevation of partnership status is expected to deepen mutually beneficial bilateral relations and explore new opportunities to foster concrete cooperation in various fields, surpassing the previous partnership status. It is also expected to promote Indonesia's national interests.
This paper proposes several policy choices as follows: 1) Formulating the goals for the Indonesia-Japan Comprehensive Strategic Partnership; 2) Formulating the areas of cooperation in line with Indonesia's Vision 2045 and Indonesia's interests; and 3) Creating a mechanism to ensure the concrete implementation of the Indonesia-Japan Comprehensive Strategic Partnership, which includes the establishment of a Plan of Action (PoA), Scorecard, Senior Officials' Meeting (SOM) and Working Group.
Formulating the goals and areas of cooperation in line with Indonesia's Vision 2045 and Indonesia’s interests can be implemented at the earliest. The formulation of goals and areas of cooperation that need to be enhanced in elevating the partnership status can be reflected in a Joint Declaration, which is planned to be announced at the ASEAN-Japan Commemorative Summit for the 50th Year of Friendship and Cooperation in December 2023, in Tokyo. This formulation of goals and areas of cooperation will provide direction and guidance in the Indonesia-Japan Comprehensive Strategic Partnership, to deepen mutually beneficial relations and cooperation between the two countries, and specifically advance Indonesia's interests
Meanwhile, the MoFA RI can begin creating a mechanism to effectively implement the Indonesia-Japan Comprehensive Strategic Partnership in the next year. This will involve formulating and establishing the PoA, Scorecard, SOM and Working Group. To achieve this, intensive discussions and coordination will be required with relevant ministries/agencies in Indonesia and Japanese counterparts. Given the complexity of this policy option, it cannot be completed quickly. The aim of this mechanism is to support the MoFA RI in ensuring concrete implementation in the Indonesia-Japan Comprehensive Strategic Partnership.
