The first ARFISMMS Surabaya, Indonesia, 5-6 March 2009
Since it was established in 1994, the ASEAN Regional Forum (ARF) has contributed to the maintenance of peace and security in the Asia Pacific region by discussing and clarifying issues that are vital to the region's security. One of the issues that is has constantly taken up is that of maritime security. At the 15th ARF in 2008, the Ministers cited the need for a continuing dialogue on the issue of maritime security and for concrete steps to address various concerns related to the issue. In response to this need, Japan, New Zealand and Indonesia were elected to co-chair and co-host the ARF Inter-Sessional Meetings on Maritime Security (ARF-ISM on MARSEC). The First ARF-ISM on MARSEC was held in Surabaya, Indonesia on 5 and 6 March 2009.
