The optimization of Indonesia’s space diplomacy in a turbulent Indo-Pacific region
Space is becoming more vital for the interest of humankind. Its importance cannot be understated in the coming future, where space will become even more crucial for international security and global prosperity. There are several aspects of the importance of space: i) space has abundant potential for material natural resources; ii) countries can use outer space to help life on Earth, for example through remote sensing, navigation, communications, and disaster risk managements; iii) space has major economic potential; and iv) geopolitical actors and dynamic on Earth are also reflected in space cooperation and activities.
Great powers and states already know the importance of space diplomacy in order to secure their national interest. Any space actor's strategy for achieving their own objectives and policies in space includes space diplomacy as a key component. Geopolitical factors in the world, and especially in the Indo-Pacific region, a region that is dynamic and competitive, makes it even more important for Indonesian diplomats to understand and grasp the essential aspect of space activities and space diplomacy. In addition to dozens of new space nations, the area is home to three significant spacefaring states such as China, Japan, and India. Both traditional sectors on the Earth's surface and space related cooperation and competition have an impact on the Indo-Pacific geopolitics. For the remainder of the region, especially Indonesia, this brings both opportunities and challenges.
Taking into account the strategic and potential aspect of space, this paper will explore Indonesia’s goal in space, the geopolitical major state actors in it, and will provide a set of policy recommendation that include: i) raising Indonesian diplomats’ awareness on the importance and interplay of space and diplomacy; ii) increasing the Ministry engagement with relevant national stakeholders and promote collaboration across national ministries/institutions; iii) conducting a mapping exercise on the state of Indonesia’s space diplomacy; and iv) developing a living document on Indonesia’s Space Diplomacy Strategy based on the updated geopolitical and geoeconomics condition of the world. The main purpose of these policy recommendations is to enable Indonesia to formulate a comprehensive space diplomacy strategy that can help and secure Indonesia's national interests in a domain that will be important in the near future and to our future generations.
