Optimizing Indonesian diplomacy: Recruitment of the suitable employee to support negotiation process
As stated in the Vienna Convention 1961 on Diplomatic Relation, the functions of a diplomatic mission consist, inter alia, of (1) representing, (2) protecting, (3) negotiating, (4) promoting, and (5) reporting. Diplomat as the Foreign Services Officers in the mission are the civil servants who are working for the realization of their national foreign policy at the accredited country.
One of the most crucial tasks in implementing the national interest of the nation's aims is negotiation. When Diplomats work for the Ministry of Foreign Affairs and Indonesian missions abroad, negotiating is the hardest part of their work. To achieve their goals, Diplomat must be able to negotiate with their counterparts in order to accomplish their objectives.
In current condition, the Indonesian diplomacy’s work will be lessened due to the heavy of workload and shortage of employee. The suitable employee is needed to support Diplomat in negotiation with the counterparts. Therefore, it is argued in this paper that all interested stakeholders should pay close attention to the need of Diplomat to accomplished their role during in the negotiation process.
This paper will propose the short-term recommendation including the recruitment of contract employee as Government Employee with Employment Agreement or other recruitment of contract employee such as outsourcing or consultant to be a “Paralegal” and also to propose new position of civil servant for Functional Position as long-term policy choices recommendation. This recruitment options will be the crucial recommendation to support the Diplomat work in optimizing the Indonesian diplomacy.
