Protecting the protector: Providing better health benefit for Home Staff of Indonesian Missions overseas
COVID-19 Pandemic has taught the Ministry of Foreign Affairs of the Republic of Indonesia (MoFA RI) a valuable lesson, particularly regarding how to protect its diplomats and staff members serving in overseas missions. There were 481 positive cases from 2020 to 2022, with 11 deaths of Indonesian Missions Overseas Staff as a result of COVID-19. Additionally, MoFA RI has noted a rise in the prevalence of chronic illnesses. There have been 21 deaths among diplomats and foreign service officers in Indonesian missions abroad between January 2021 and March 2023. Some of them have unpaid medical debts that place a strain on the patient, their families, and MoFA RI.
The main focus in MoFA RI's human resource management plans could be accomplished by providing sufficient health benefit. MoFA RI is required by Presidential Regulation Number 65 of 2019 (Perpres 65/2019), concerning Overseas Living Allowance and Benefits for Civil Servants, Soldiers, and Police at Indonesia Mission Abroad, to provide medical expense reimbursement for Home Staff in Indonesian Missions Abroad. However, up until this point, MoFA RI has not offered technical arrangement for implementing said reimbursement.
This paper offers policy choices that should be considered in formulating a ministerial regulation to execute Perpres 65/2019, which will arrange for greater health benefits for Indonesian diplomats and home staff working in the Indonesian Mission Abroad. First, prioritizing health insurance system rather than reimbursement for Diplomats and Home Staff abroad. Second, 100% coverage of insurance premium cost. Third, additional health benefits including medical evacuation and body repatriation for Dangerous and High-Risk missions overseas on top of regular health benefits. Last, extended health insurance to cover overseas and home-based assignments. From that options, the author suggests that prioritizing health insurance over medical reimbursement in the MoFA RI health system must be done. A qualified specialist can provide assurance, mitigate financial risk, and provide medical references previously arranged within the organization. The other recommendations can be implemented as additional points in the regulation with further discussion and cost simulation with insurance companies.
