The need for an accountable health diplomacy: An analysis of multilateral health diplomacy initiatives for future pandemics preparedness
The COVID-19 outbreak has fundamentally and dramatically altered the priorities and diplomacy of the Indonesian government. Over the last three years, Indonesian diplomacy has primarily focused on two goals: mitigating the pandemic's effects while also accelerating national economic recovery and building national resilience in anticipation of future pandemics. As a result, the Government of Indonesia (GOI) employs Health Diplomacy (HD) strategy to achieve its objectives.
During the pandemic period, it was clear that HD's rationale was based on an emergency context. As a result, it is founded on short-term objectives, reactive need assessments, and overarching accountability justification. However, as the Indonesian government shifts its HD goals to building capacity and resilience to prepare for future pandemics, the HD rationale should be based on a more comprehensive accountability aspect, not just budgetary spending. Thus far, the GOI has not established a complete HD governance to meet such a demand.
Health issues are technical and pragmatic and therefore fall under the purview of the Ministry of Health (MOH). However, HD is also about maximizing external opportunities and resources beyond state borders to achieve future pandemic preparedness and resiliency goals. From a legal position, the Indonesian Ministry of Foreign Affairs (MOFA) is critical in providing a comprehensive direction on defining priorities in foreign relations. Furthermore, considering the 4+1 Indonesian Diplomacy Strategy, HD is essential for MOFA in achieving Indonesia's economic diplomacy and health security objectives. However, the current HD implementation is unsynchronized.
This paper discusses the importance of more accountable HD and the role of the MOFA by analyzing the GOI’s multilateral HD initiatives for future pandemic preparation purposes. It provides policy recommendations divided into two continuous phases in which MOFA must assume a co-coordinator role.
