Elevating the negotiating functions of Indonesia's diplomats
As the rate of globalization continues to increase, there has been a multiplication of international issues occurring. Indonesia, as one of the largest countries in the world, both physically and economically, is very much heavily affected by these global issues as evident by the COVID-19 pandemic, the current Russia-Ukraine conflict, and climate change, among others. Indonesia must have good negotiators in order to protect its national interests, resolve conflicts and promote peace, promote economic growth and international trade, build alliances, enhance influence and effectively manage crises.
This policy paper proposes to answer the question on how the Ministry of Foreign Affairs (Kemenlu or the Ministry) can elevate the negotiating skills of its diplomats, and create elite negotiators who are specialized in various international issues which are also of interest to Indonesia’s national welfare and prosperity. The negotiating skill is also a core competency which can enhance the other five core functions and responsibilities of the Indonesian diplomat, which are: representing, promoting, protecting, reporting, and managing.
This paper proposes two policy choices which will improve the human resources and the structural organization of the Ministry. From the human resources aspect, it will propose training that are specifically tailored to the negotiators. From the organization aspect, the paper will recommend a system to identify diplomats with negotiating experience in any type of bilateral, regional, or multilateral settings. Once they are identified, then their names will be entered into a database of negotiators. From there it will be easily accessible in case they need to go into more training, or if the Ministry needs to create a special task force/negotiating team for specific international conventions.
