Elevating Indonesia’s role in climate change diplomacy

This study aims to examine how to utilize the climate change agenda as a tool to enhance Indonesia’s leadership in climate diplomacy toward achieving foreign policy priorities, particularly Indonesia’s global leadership and sovereignty diplomacy. Climate change has brought challenges to sea level rise pertaining to territorial loss, maritime boundaries, and sovereignty, and yet efforts to address climate change from a security perspective remain understudied. Many island states are threatened by rising sea levels that cause islands to submerge and present challenges to their statehood and the well-being of the people. As an archipelagic state, Indonesia shares the same concern of such rising sea levels and thus has the ‘obligation’ and ‘opportunity’ to work together with island states to take collective action to respond to rising sea levels and other impacts of climate change.
This study will argue that Indonesia, as an archipelagic state with more than 17,000 islands stretching over 80,000 kilometers of coastline, alarmed by sea-level rise, should address climate change impacts in a holistic approach that integrates land and ocean-based actions, while seizing the opportunity to work together with the Small Island Developing States (SIDS) including the Pacific Islands to address this challenge. The finding suggests that First, Indonesia’s climate diplomacy slogan ‘lead by example’ mainly relies on its achievement in tackling deforestation and forest degradation; Second, there is a visible challenge of climate
change-driven sea-level rise which causes territory loss, potentially disrupting maritime boundary hence threaten Indonesia’s sovereignty, however, Indonesia's approach to ocean-based climate actions lacks security dimension as it focuses on sustainable ocean economy, marine resources management, and livelihood in the ocean and coastal territory area. Third, while the ocean has a central role in reducing greenhouse gas emissions, the current multilateral approach to addressing climate change is mainly terrestrial-based.
This study concludes by articulating that Indonesia, as the world's largest archipelagic state, should address climate change impacts in a holistic manner that integrates land and ocean-based climate actions, as well as, prioritize tackling climate change threat to its sovereignty, environment, and socio-economy. In so doing, Indonesia should collaborate with SIDS including the Pacific Islands, as the ‘hopeless victims of climate change’. By opting for such a policy option, Indonesia will achieve the following goals; first, to establish a policy that strengthens the voice of developing countries and SIDS in the context of climate change in
multilateral fora; second, to contain negative campaigns and receive increasing support on the Papua issue. Third, to elevate Indonesia’s leadership in climate diplomacy whilst permitting Indonesia’s sovereignty to be defended.
