Promoting State-Owned Enterprise Going Global: Refocusing Indonesia Economic Relation The Balkans
The development of non-traditional markets has become an important strategy for Indonesia to expand its international trade networks and support national economic recovery through the overseas expansion of state-owned enterprises (SOEs). The Balkan region offers potential as an alternative market for Indonesian export commodities, although Indonesia’s economic relations with countries in the region remained relatively steady but moderate during the 2016–2020 period. This paper examines the prospects for Indonesian SOEs to penetrate the Balkan market, the rationale for expanding into the region, and the role of the Ministry of Foreign Affairs in supporting Indonesia’s economic expansion. Employing a Scenario Planning approach, it proposes several policy strategies, including investment in infrastructure projects, positioning the Balkans as a potential hub for Indonesian export commodities, utilizing Indonesia Aid or the Sovereign Wealth Fund, and strengthening public- and private-sector engagement. These strategies are expected to increase bilateral trade volumes and reinforce Indonesia’s economic relations with Balkan countries.
