Unlocking Post Covid-19 Opportunities: Towards the Adoption of a Global Digital Vaccine Certificate
The COVID-19 pandemic has prompted the international community to explore digital vaccine certificates as a means of restoring freedom of movement and global economic activity. However, their implementation remains controversial due to concerns over fairness, human rights, ethics, and personal data security. The use of the term vaccine passport has also raised political considerations that may affect relations between countries. This paper examines Indonesia’s potential contribution to the development of digital vaccine certificates through the Ministry of Foreign Affairs, employing the Scenario Planning methodology to formulate policy options. It considers whether Indonesia should support immediate implementation or adopt a more moderate approach, taking into account domestic public- and private-sector readiness. The paper recommends Indonesia’s active engagement in multilateral forums, the development of adequate digital infrastructure through collaboration with information technology companies and health institutions, and the establishment of regulations to protect sensitive personal data. These measures are expected to support the restoration of global mobility and supply chains.
