Optimizing The Sending Of Indonesian Migrant Workers To Korea: A Critical Review
South Korea is one of the major destination countries for Indonesian Migrant Workers (PMI), particularly under the Employment Permit System (EPS). Employment opportunities in South Korea contribute to improving workers’ living standards, enhancing their skills, reducing unemployment, and generating remittances that support Indonesia’s economy. However, the number of Indonesian workers placed in South Korea has declined in recent years, with the COVID-19 pandemic further intensifying this trend. Using scenario planning, this paper examines the decline in Indonesian migrant worker placements under the EPS scheme, identifies its contributing factors, and assesses its potential economic implications for Indonesia. Based on the analysis, two policy recommendations are proposed: strengthening the Indonesian Embassy’s engagement with employers and users of Indonesian migrant workers in South Korea, and developing programs through BP2MI to improve the knowledge and skills of prospective migrant workers by utilizing Korean funding. These measures are expected to support increased worker placements and strengthen the contribution of migrant workers to Indonesia’s economic recovery.
