Travel Corridor Arrangement In Covid-19 Pandemic:Indonesia’S Perspective
The COVID-19 pandemic has significantly affected global health and economic sectors, compelling governments to balance economic recovery efforts with measures to contain the spread of the virus. One potential instrument is the Travel Corridor Arrangement (TCA), which facilitates limited cross-border mobility for essential workers, business representatives, and diplomatic and government officials while maintaining health safeguards. This paper examines Indonesia’s efforts to establish TCA cooperation with several countries, including the United Arab Emirates, South Korea, China, and Singapore, as well as its initiative to develop an arrangement within the ASEAN framework, with Indonesia serving as the focal point. Using scenario planning based on global and domestic COVID-19 developments, the paper formulates policy options for the Ministry of Foreign Affairs, ranging from expanding TCA arrangements and maintaining existing agreements to discontinuing the initiative. It emphasizes that the success of TCA depends on mutual trust in the participating countries’ capacity to manage the pandemic, thereby enabling the gradual restoration of economic and diplomatic relations.
