Optimizing Indonesia’s political capital to support the State-Owned Enterprises (SOEs) expansion to Southeast Asia countries
Indonesia’s economic growth creates opportunities for state-owned enterprises (SOEs) to expand their business operations and investments internationally. In this context, economic diplomacy plays an important role in supporting outbound investment by leveraging Indonesia’s political capital to build relationships with host governments and business communities. This study aims to identify the opportunities and challenges of supporting SOE expansion into Southeast Asia and to formulate diplomatic strategies that optimize Indonesia’s political capital. Using the scenario planning methodology, the study develops policy options based on possible developments in SOE investment across the region. The resulting recommendations include short-term and long-term strategies for Indonesian diplomats to facilitate SOE expansion, strengthen cooperation with local stakeholders, and enhance the competitiveness of Indonesian companies in regional markets.
