The involvement of women in ISIS’s terrorist attacks in Indonesia: mitigating its future impact
Women’s involvement in terrorist activities influenced by the Islamic State of Iraq and Syria (ISIS) presents challenges for terrorism prevention and mitigation in Indonesia. This study aims to examine the factors driving women’s involvement in ISIS activities, emerging trends in Indonesia, and efforts by the government and civil society to prevent radicalization. Using the scenario planning methodology, the study develops four scenarios based on women’s levels of involvement and the effectiveness of stakeholder cooperation. It proposes three policy recommendations for the Ministry of Foreign Affairs: supporting the repatriation of Indonesian women who are victims of terrorism abroad, strengthening bilateral, regional, and multilateral cooperation, and promoting moderate Islam. Mainstreaming gender perspectives is also emphasized to improve the effectiveness of counter-terrorism measures while strengthening women’s protection and empowerment.
