Establishing a knowledge management system toward an improved policy formulation process at Kemlu
This policy paper examines the need to establish a Knowledge Management System (KMS) within Indonesia’s Ministry of Foreign Affairs to improve information processing, knowledge sharing, and policy formulation. The absence of an integrated system has hindered the timely retrieval and contextualisation of information needed for effective decision-making. The paper recommends developing a digital KMS integrated with the Ministry’s broader information and communication technology infrastructure, utilising internet and mobile technologies to strengthen institutional coordination, improve operational efficiency, and support evidence-based foreign policy formulation.
