Health diplomacy vs politics: making Taiwan as Indonesia’s essential health partner
This paper examines Taiwan’s health diplomacy under the New Southbound Policy and its cooperation with Indonesia amid Taiwan’s exclusion from United Nations system organisations. Using qualitative research and literature analysis, it explores the asymmetrical nature of Indonesia–Taiwan relations, shaped by Indonesia’s adherence to the One China Policy and its close ties with China. Despite these constraints, growing cross-border health threats, particularly those highlighted by the COVID-19 pandemic, create opportunities for practical cooperation. The paper recommends strengthening Indonesia’s engagement with Taiwan through the Ministry of Foreign Affairs and relevant stakeholders to advance public health cooperation while safeguarding Indonesia’s national interests and foreign policy commitments.
