Indonesia’s own green recovery
This paper proposes integrating green recovery into Indonesia’s National Economic Recovery Program (PEN) post-COVID-19, with a strategic role for the Ministry of Foreign Affairs (Kemlu) in steering the sustainable development agenda. Indonesia’s economy contracted by 2.07% in 2020, and the government responded with a Rp 695.2 trillion fiscal stimulus covering health spending, social assistance, MSME incentives, and the Omnibus Law on Job Creation. Using a scenario planning approach, the paper identifies two critical uncertainties: the level of domestic environmental awareness and the extent of international incentives for environmentally oriented programs. Their interaction produces four scenarios, two of which are desirable for Indonesia, contingent on high domestic awareness. The paper recommends Kemlu proactively engage domestic stakeholders, brand PEN as part of a sustainable recovery and growth strategy, and encourage line ministries to align recovery programs with Indonesia’s NDC, the Paris Agreement, and the SDGs.
