Early detection of extremism in Indonesian overseas communities
This policy paper examines the role of Indonesian diplomatic missions abroad in preventing and countering violent extremism within Indonesian overseas communities. Using a case study of Indonesian foreign terrorist fighters (FTFs), it analyses four drivers of transnational extremism: international terrorist networks, online activism, domestic militancy, and public distrust of the government. The paper develops potential scenarios and policy options to help diplomats assess risks, detect early signs of radicalisation, and coordinate with law enforcement and relevant agencies. It recommends strengthening diplomatic preparedness, interagency cooperation, and community engagement while ensuring that risk assessments are conducted carefully, credibly, and with due consideration for the rights and circumstances of overseas communities.
