Startup Diplomacy: Paving The Way For The Next Indonesian Unicorn
Startup diplomacy can serve as an instrument for accelerating Indonesia’s digital economy and advancing its ambition to become the “Digital Energy of Asia.” Although the Ministry of Foreign Affairs (MoFA) has supported the national startup ecosystem by facilitating startup–investor matchmaking, its approach to promoting startups in prospective international markets requires a more consistent and coordinated strategy. This paper examines two key drivers that MoFA can influence through startup diplomacy: targeted investor promotion and talent acquisition, including engagement with the Indonesian diaspora. Using scenario planning, it explores potential development pathways for Indonesian technology startups based on the interaction between these drivers. The paper recommends that MoFA initiate a multi-stakeholder blueprint for startup diplomacy and optimize its diplomatic networks and resources to disseminate strategic information on investment and career opportunities in Indonesian startups. These efforts could improve startups’ access to capital and talent, support the emergence of unicorn companies, and contribute to the growth of Indonesia’s digital economy.
