Strengthening outbound investment strategy in increasing exports as part of Indonesia’s economic diplomacy
While outbound investment has been mentioned by the Minister for Foreign Affairs as one of Indonesia’s priorities in its economic diplomacy during the statement of Indonesia’s Foreign Policy Priorities for 2019-2024, it lacks of strategic and action plans. It is argued that MOFA RI could have done better through its diplomatic missions in promoting, facilitating, and protecting Indonesia’s outbound investment abroad. Despite its potential in supporting exports, outbound investment is still a second choice of option in term of investment policy in Indonesia. It comes as no surprise that Indonesia’s overall outbound investment globally is considerably low, even among developing countries like Vietnam and Thailand. This paper provides a set of policy recommendations to MOFA RI on how to strengthen outbound investment strategies as part of its economic diplomacy based on identified internal and external challenges. This paper also highlights the natures of outbound investment which may drive companies to expand their businesses abroad. It helps to understand which natures of outbound investment can actually support exports. Advocating outbound investment national policies as well as providing tailor-made investment market intelligence and mainstreaming the outbound investment issue should become MOFA RI’s strategic and action plans in strengthening outbound investment strategies.
