Harnessing the potentials of Indonesian diaspora: Building an effective olicy
The Indonesian diaspora has increasingly been recognized as a strategic national asset with significant potential to contribute to Indonesia’s development. However, the outcomes of government engagement with the diaspora remain limited, raising concerns regarding the effectiveness of existing approaches, the adequacy of regulatory frameworks, and the extent to which nation-building has become a shared vision among diaspora communities. This paper examines the challenges of managing and empowering the Indonesian diaspora and proposes strategies for strengthening government engagement. The recommendations include improving the implementation of existing diaspora regulations, enhancing coordination among relevant ministries and institutions, strengthening the institutional structure responsible for diaspora management, improving the Indonesian Diaspora Card, and developing more frequent and targeted programs to encourage diaspora participation in national development. By comparing diaspora engagement policies implemented by neighboring countries, the paper identifies potential approaches for improving Indonesia’s policy framework and creating more effective mechanisms for mobilizing diaspora resources, expertise, and networks to support nation-building.
