The Elephant in the Room: Preventing Sexual Harassment for a Safe, Healthy, and Equal Workplace
The International Labour Organisation (ILO) defines sexual harassment as a sex-based behaviour that is unwelcome and offensive to the recipient. For sexual harassment to exist, the two previous conditions must be present. Sexual harassment can happen anywhere in the workplace or even away from the workplace but resulting from work. Both the victim and the workplace will bear the brunt of sexual harassment. Prevention is important to ensure that a
safe, healthy, and equal working place is available for all employees to ensure that they can perform well in their jobs. The paper found most employees think that the rest of the employees of MOFA-RI do not have an understanding of sexual harassment; the policy currently in place is considered to not be enough, and that training can help to prevent sexual harassment. Educating and awareness-raising programs on sexual harassment, if implemented correctly,
will serve as a good foundation in preventing and supporting the other policies in place. The implementation of policies on sexual harassment shall not be seen as a sign that sexual harassment is rampant, rather as positive commitments from MOFA-RI in providing a safe, healthy, and equal working place for its employees. This paper recommends several policy choices: (1) Conduct an education and awareness-raising program on sexual harassment; (2) Conduct an internal campaign aimed to raise and maintain awareness on sexual harassment and the related policies in place, and (3) Issue legal instrument on the prevention and handling of sexual harassment.
