Revamping Indonesia’s Border Diplomacy in the COVID World: Strengthening the role of Customs, Immigration, and Quarantine (CIQ)
The COVID-19 pandemic has brought significant changes to global border management, prompting states to implement border controls to contain the spread of the virus and address emerging cross-border challenges. In Indonesia, the Ministry of Foreign Affairs plays a coordinating role in border diplomacy by guiding relevant ministries and agencies in addressing border-related issues. However, the effectiveness of existing border management mechanisms in responding to rapidly evolving crises requires further evaluation. This paper examines the challenges facing Indonesian border diplomacy, encompassing both longstanding issues and emerging problems arising from the pandemic, and identifies policy recommendations to strengthen its effectiveness. The analysis emphasizes the need to enhance the capacities and capabilities of border agencies, particularly Customs, Immigration, and Quarantine (CIQ), to improve coordination and responsiveness at border crossings. Strengthening the role of CIQ within Indonesia’s border diplomacy is proposed as a strategic measure to develop more adaptive border management mechanisms between Indonesia and neighboring countries, enabling them to respond effectively to unpredictable crises and evolving national needs.
