Reinforcing Indonesian citizens’ protection system: A view on malta
The Republic of Malta is a strategically located archipelagic country in the Mediterranean Sea, where Indonesian citizens, particularly seafarers, face various challenges, including unfair treatment and legal problems. As of October 2021, 344 Indonesian citizens were officially recorded in Malta, although the actual number may be higher due to the mobility of seafarers. Strengthening the protection of Indonesian citizens requires policy measures that ensure the state's presence and access to legal assistance. Recommended short-term measures include assigning a diplomat from the Embassy of the Republic of Indonesia in Rome to Malta, while medium-term efforts involve exploring the establishment of an extension office of the embassy in Malta. Long-term measures include appointing a new Honorary Consul in Malta and establishing a bilateral legal framework between Indonesia and Malta. These policy recommendations are intended to strengthen the protection system for Indonesian citizens, particularly seafarers, and improve access to consular assistance and legal protection. The proposed measures emphasize that the protection of Indonesian citizens is a state responsibility that extends beyond population size, ensuring that every citizen receives appropriate protection regardless of their number or location.
