Empowering diplomats through economic analysis trainings: A strategy to strengthen Indonesia’s diplomatic infrastructure
This paper explores options for empowering Indonesian diplomats through economic analysis training as a strategy to strengthen Indonesia’s diplomatic infrastructure. Economic diplomacy is one of Indonesia’s “4+1 Priorities” in foreign policy and requires support from all stakeholders, particularly diplomats as the main drivers of Indonesia’s economic diplomacy abroad. The complexity of global economic issues caused by the COVID-19 pandemic has lowered global economic growth targets. Domestically, Indonesia’s parliament budget committee and the government set a 2022 economic growth target of 5.2 percent, while the Ministry of Finance aims for GDP growth of around 6 percent in 2023 and 2024. The President also tasked the Ministry of Investment/BKPM with achieving Rp1,200 trillion in investment realization in 2022. To support these targets, the Ministry of Foreign Affairs needs to strengthen its economic diplomacy strategy through human resources development, including economic analysis training. Based on survey data, the paper recommends training in: (1) international trade data and trade indicators; (2) product competitiveness mapping; (3) impact assessment of free trade agreements; and (4) marketing intelligence.
