Pre-diplomatic assignment training for Indonesian foreign service officers: Ideas for improvement
This paper examines pre-diplomatic assignment training for Indonesian foreign service officers and proposes ideas for improvement. Referring to the 1961 Vienna Convention on Diplomatic Relations, the functions of a diplomatic mission include representation, protection, negotiation, and reporting; several countries, including Indonesia, add the function of managing the mission’s internal affairs. Foreign service officers or diplomats are civil servants responsible for implementing their country’s foreign policy in the accredited country or international organization. As generalist professionals, diplomats must master essential knowledge and expertise and adapt to changes in their host country, colleagues, and other aspects of life. The Ministry of Foreign Affairs is responsible for equipping diplomats with substantive knowledge and technical and practical skills so they can effectively carry out the vision and mission of missions abroad. The paper reviews the current syllabus and training methods for pre-diplomatic assignment, including for diplomats’ families, and proposes policy recommendations for continuous improvement.
