Building a Legal Platform of Outward Investment Facilitation and Protection of Indonesian Direct Investment Enterprises Overseas to Strengthen Economic Diplomacy
The COVID-19 pandemic has highlighted the need for Indonesia’s Ministry of Foreign Affairs (MoFA) to strengthen economic diplomacy by facilitating outward investment and protecting Indonesian direct investment enterprises (DIEs) overseas. Using SWOT analysis, surveys, and interviews, this paper evaluates the need for a legal framework to improve investment facilitation, protection, monitoring, and coordination with relevant ministries. The findings support establishing such a framework alongside continuous specialized training to enhance diplomats’ competencies and service quality. Further research is recommended to identify key provisions for the proposed regulation on the protection, facilitation, and recording of Indonesian overseas investments.
