Optimizing International Atomic Energy Agency's Zoonotic Disease Integrated Action Initiative (ZODIAC) To Bolster National Responses To The Covid-19 Pandemic

The COVID-19 pandemic highlighted the importance of international cooperation in strengthening national responses to zoonotic diseases. In 2020, the International Atomic Energy Agency (IAEA) launched the Zoonotic Disease Integrated Action (ZODIAC) initiative to support member states, including Indonesia, through technical assistance and diagnostic technologies such as RT-PCR. However, ZODIAC’s reliance on extra-budgetary contributions raises concerns about its long-term sustainability and inclusivity. This paper examines the initiative’s role and funding limitations and proposes policy recommendations for Indonesia to strengthen its effectiveness and ensure sustainable international cooperation in addressing future health emergencies.
