Indonesia’s city diplomacy: Enhanching regional government’s role in diplomacy
This policy paper examines city diplomacy and the role of regional governments in international relations. As globalisation has increased the international presence of subnational actors, such as regions, provinces and cities, these actors have pursued their interests through paradiplomacy alongside central government diplomacy. The paper argues that their increasing involvement can supplement state diplomacy and generate opportunities to promote national interests. The Ministry of Foreign Affairs plays a key role in coordinating and managing foreign policy, ensuring that subnational international cooperation remains consistent with national policy. Such cooperation also requires stronger management and monitoring, particularly in light of the need for economic recovery following the pandemic. The paper therefore offers approaches and recommendations to improve the effectiveness of international cooperation by subnational actors, with the aim of maximising diplomatic benefits for Indonesia and its people.
