Optimizing People to People Diplomacy to Accelerate the Implementation of IA-CEPA
People-to-people (P2P) diplomacy plays an important role in strengthening mutual understanding and supporting bilateral cooperation between Indonesia and Australia. Despite existing initiatives in cultural exchange, language promotion, youth programs, and academic cooperation, public misperceptions and distrust remain challenges to the effective implementation of the Indonesia-Australia Comprehensive Economic Partnership Agreement (IA-CEPA). This paper examines how Indonesia’s Ministry of Foreign Affairs and diplomatic missions in Australia can optimize P2P diplomacy and digital diplomacy to accelerate IA-CEPA implementation. It proposes five policy measures: an integrated digital campaign, a virtual IA-CEPA Expo, a joint implementation task force, the expansion of Australian Studies Centers in Indonesia, and the development of Indonesian Language Centers into business hubs. These measures are supported by short-, medium-, and long-term policy recommendations.
