Capitalizing data sources in diplomacy: The case of marine and fisheries bilateral cooperation
This paper evaluates the effectiveness of leveraging data sources in diplomacy and assesses how doing so can maximize Indonesia’s bilateral cooperation in marine and fisheries with partner countries. As international relations and bilateral, regional, and multilateral cooperation grow more complex, diplomacy must engage multiple stakeholders across interconnected policy networks. Diplomatic personnel therefore need appropriate competencies, including cross-sectoral expertise. The paper discusses three main topics: the role of data sources in supporting diplomats’ work to advance applied sectors such as marine and fisheries; the basic data sources needed for effective diplomacy and successful bilateral cooperation in this sector; and policies the Ministry of Foreign Affairs could adopt to strengthen diplomats’ ability to use data sources to maximize marine and fisheries cooperation and other forms of bilateral cooperation.
