Indonesian Overseas Card Four Years After Launching: a Failed Policy?
This study examines the implementation challenges of the Indonesian Overseas Card (IOC) policy in engaging the Indonesian diaspora. Despite its intended benefits, the policy faces several obstacles, including unrealistic expectations, fragmented governance, inadequate collaborative policymaking, and political changes. It proposes policy improvements through redefining the IOC concept and developing a digital Indonesian diaspora community to enhance engagement and data management. Finally, it provides short- and long-term recommendations to improve policy effectiveness and sustainability.
