Redesigning Health Protection Policy for Home Staffs of Indonesian Mission Abroad: Lesson Learned from the Covid-19 Pandemic
Health protection is essential for civil servants of the Ministry of Foreign Affairs (MoFA), particularly Home Staff assigned to Indonesian Missions abroad. The COVID-19 pandemic highlighted the limitations of the existing health protection policy in addressing the challenges faced by these employees. This paper analyzes the need to redesign MoFA’s health protection policy based on regulatory mandates and the limitations of the current framework. It proposes two policy options: establishing a new health protection policy under a corporate health insurance mechanism and strengthening the existing policy through additional emergency funding. The paper recommends adopting both approaches to ensure more comprehensive and responsive health protection for Home Staff serving abroad.
