Designing flexible working arrangement policy in Ministry of Foreign Affairs
This paper examines the need to design a Flexible Working Arrangement policy in Indonesia's Ministry of Foreign Affairs (MoFA) post-COVID-19 pandemic. During the unprecedented time of COVID-19, thousands of employees were forced to work from home using digital technology and platforms, and MoFA embraced the new normal by implementing Working from Home (WfH) arrangements using existing technology such as video conference apps and e-office. Based on the results of a March 2021 survey at MoFA designed to gather information on current WfH conditions, challenges, barriers, benefits, and expectations for future Flexible Working Arrangement implementation, most respondents reported better work satisfaction, engagement, and motivation. However, Zoom fatigue was the number one factor negatively impacting employees' lives, experienced by 251 employees (67.7%). The results also show significant demand for MoFA to create a Flexible Working Arrangement regulation, likely becoming the new working culture in the future, based on fair, proportional, and effective principles.
