The role of Indonesian aid in strengthening Indonesia’s sovereignty: Case study on the issue of Papua in the OACPS
This paper examines the role of Indonesian aid in strengthening Indonesia's sovereignty diplomacy, using the Papua issue within the Organization of African, Caribbean and Pacific States (OACPS) as a case study. OACPS comprises 48 Sub-Saharan African, 16 Caribbean, and 15 Pacific member states, raising concern as it includes many frontline countries on the Papua issue with a history of engagement by the West Papuan separatist movement, requiring Indonesia to address this early through engagement with OACPS and its member countries. The paper aims to avoid another 'Vanuatu' in OACPS countries by optimizing Indonesian AID as an effective diplomacy tool, drawing lessons from Taiwan's efforts to gain and maintain diplomatic recognition through development aid. The paper establishes three main policy recommendations: (1) implementing a proactive Indonesian AID policy, (2) establishing a regional forum between the Directorate General of Information and Public Diplomacy and regional stakeholders in MOFA, and (3) prioritizing embassy engagement in OACPS countries to strengthen Indonesia's sovereignty diplomacy.
