Improving individual performance management system: Towards talent management system in the Ministry of Foreign Affairs
This paper examines the need to improve MoFA's individual performance management system for a more effective organization with higher performance. By utilizing Sasaran Kinerja Pegawai (SKP) as a leadership tool, the paradigm of individual performance management will shift from mere administrative compliance to career-beneficial, benefiting both individuals and the organization. Individuals will be more motivated to perform as their performance is recognized and rewarded, ensuring goal alignment and minimizing the missing link between individual and organizational performance. The paper argues that MoFA should apply positive reinforcements beyond financial incentives, such as feedback and coaching, professional development, and career path. Based on analysis, three policies are proposed to improve MoFA's individual performance management: (1) simplifying the process, (2) implementing performance dialogues, and (3) integrating the process with career path and professional development—only feasible with the right level of organizational infrastructure dedicated to talent management. Improved individual performance management is the basis for talent management to ensure developmental and growth strategies align with MoFA's mission and vision, resulting in organizational prosperity and sustainability.
