Refocussing strategy in preparing Indonesian diplomats to engage with Papua issues
This paper examines the need to refocus strategy in preparing Indonesian diplomats to engage with Papua issues, given that competing narratives on Indonesia's sovereignty over Papua remain dominant in public and academic discourses, while accusations of human rights violations and constant questioning of Papua's history benefit separatist narratives. Indonesian diplomats overseas are tasked with maintaining national interests, including ensuring domestic issues are not internationalized by outsiders and preventing escalation of Papua-related issues abroad. However, diplomats in Papua-heavy missions are not well-equipped with sufficient substantive understanding, information, or skills, impacting their confidence and courage when facing Papua-related issues in public or academic fronts. The paper recommends improving diplomat preparation, especially for those assigned to Papua-heavy missions, through reformulating preparation strategy that includes continuous knowledge updates and skills upgrades to help diplomats perform better as long as Papua remains a main issue in Indonesia's diplomacy.
